Telegram has updated the frequently asked questions (FAQ) section on the messenger’s website. Previously, it said that “all chats and group chats are private” and the Telegram administration “does not process requests related to them.”
Now, private groups will also have a “Complain” button for reporting violations to the messenger’s administration.
UPD: Telegram claims that it has not changed its moderation policy for private chats.
